Preparing a resolution for a SCA District Meeting

SCA’s District Meetings are one way Saskatchewan cattle producers can directly help shape the Association's work.

Resolutions presented during District Meetings give registered producers a formal way to bring forward issues, propose changes and identify priorities they would like SCA to address.

How the Resolution Process Works

Resolutions are accepted at SCA’s district meetings, prior to the Annual General Meeting (AGM).

At each district meeting, registered cattle producers may put forward and vote on any resolution.

Three calls for resolutions will occur throughout each district meeting. Resolutions can be submitted in writing to the Resolution Chair by completing this form or can be shared verbally.

‍

Each resolution must be moved and seconded by a registered producer in that district. The individual presenting the resolution will have a chance to speak to it, followed by discussion, before a vote is called.

Resolutions carried at the district meeting are reviewed by the SCA Governance Committee and brought forward to the Annual General Meeting.

Eligibility

‍

The Cattle Development Plan Regulations state that only registered cattle producers can hold office, vote or submit resolutions.

‍

A ‘registered cattle producer’ means a cattle producer who has sold cattle and paid the levy within the last two years and has not received a refund.

‍

If the registered cattle producer is a corporation, partnership, or other organization, it must appoint its representative to vote or hold office on behalf of the registered producer, an individual who is: a director, partner, shareholder, member, officer or employee of that corporation, partnership or other organization or a family member of any of these individuals; and involved in the farming operation of the registered producer.

A registered cattle producer who is an individual may appoint as that individual’s representative to vote or hold office on behalf of the registered cattle producer an individual who is: an employee or family member of the registered cattle producer; and involved in the farming operation of the registered cattle producer.

How to prepare a resolution

‍

A resolution statement(s) must be voted on by members of the district to be brought forward to the AGM. To be successful it must:

• Resonate with other beef producers
• Be specific/relevant to the beef industry, and
• Align with the scope of the work done at SCA.

Resolutions need to include two key pieces:  a “whereas” statement and a “be it resolved” statement.

‍

Whereas

The “whereas” statement provides important background into the resolution. It’s the “why” behind a resolution.

‍

Whereas statements identify the problem and may also explainits urgency/timelines and any other facts relevant to understanding the reason(s)behind a resolution.

‍

Be it resolved

Sometimes referred to as the “operative clause,” the statement beginning with “Be it resolved” recommends a specific action.
